A judge has charged the emergency service operator of 112 who received a call from a resident warning of the poor condition of the structure a day before the collapse. The operator, who was previously considered a witness, has been called to testify as a suspect, which gives her rights such as not testifying and having legal counsel.

This new development brings the number of people under investigation to four, including two officials from the Coastal Demarcation and a local police officer to whom the warning was relayed.
